MONROVIA, Oct. 21 (LINA) — The Liberia Telecommunications Authority (LTA) is seeking tighter regulation of mobile tariffs and promotional offers to improve pricing transparency, protect consumers, and promote fair competition in Liberia’s telecommunications sector.
The move follows a day-long public consultation where key stakeholders review draft tariff guidelines intended to establish clearer rules governing voice calls, short message services (SMS), data pricing, promotional offers, tariff approval, billing, and disclosure of service conditions.
Addressing the press during the Ministry of Information’s regular press briefing on Thursday, October 15, 2026, the Deputy Minister for Press and Public Affairs, Daniel O. Sando said the proposed guidelines are expected to provide a clearer regulatory framework for telecommunications operators while ensuring that customers have access to transparent and predictable pricing information.
According to Minister Sando, during the consultation, the LTA Board Chair Clarence Massaquoi emphasized the importance of ensuring that consumers understand the costs and conditions associated with the services they use, stating that prolonged promotional offers could leave customers confused when the terms of an offer change or the promotion is withdrawn.
Massaquoi further stressed the need for clear communication from telecommunications operators so that subscribers are adequately informed about pricing structures and changes to service conditions.
He at the same time underscored the importance of balancing affordable telecommunications services, consumer protection, fair competition, and the commercial interests of service providers.
The draft guidelines, according to him, are intended to address these concerns by establishing clearer requirements for pricing disclosures and the management of promotional offers.
The public consultation provides an opportunity for stakeholders to review the proposed framework and contribute recommendations before the guidelines are finalized.
Minister Sando stated that the LTA’s effort forms part of broader regulatory measures aimed at strengthening accountability within the telecommunications sector and ensuring that consumers are treated fairly.
If adopted, the guidelines could help subscribers make more informed decisions about mobile services while providing telecommunications operators with clearer rules for setting prices and marketing their products.
