MONROVIA, Oct. 18 (LINA) — The Civil Service Agency (CSA) and the Ministry of Finance and Development Planning (MFDP) have concluded manpower hearings involving 77 of Liberia’s 109 government spending entities as part of preparations for the 2027 national budget, CSA Director-General Dr. Josiah F. Joekai has disclosed.

Speaking at the Ministry of Information’s regular press briefing on Tuesday, October 13, 2026, Joekai said the exercise recorded a 70.6 percent participation rate, while 32 spending entities failed to participate.

He explained that the manpower hearings are intended to review and validate personnel compensation proposals submitted by government institutions to ensure that budgetary allocations are properly justified.

“Additional full-scale hearings would not be conducted for the 32 non-participating entities due to time constraints associated with the national budget preparation process. Instead, the personnel budgets of those entities will be reviewed jointly by the CSA and MFDP during the executive budget hearings,” Joekai said.

According to Joekai, only personnel compensation validated through the manpower hearings or the joint review by the two institutions will be considered for inclusion in the 2027 national budget.

He said the policy is intended to prevent unauthorized compensation allocations, address inconsistencies in personnel budgeting, and strengthen payroll integrity across government institutions.

Joekai also reaffirmed the CSA’s commitment to protecting the legitimate employment rights of civil servants while promoting accountability and the responsible management of public resources.

He added that the manpower hearing exercise forms part of broader efforts to strengthen personnel management, improve payroll oversight, and ensure that government resources are allocated in accordance with established procedures.

The review, he said, is expected to promote greater transparency and accountability in the preparation of the 2027 national budget.
