Ministry Of Defense Bags Presidential Recognition With 98 Percent Performance Rate

MONROVIA, April 23 (LINA) – The Ministry of National Defense-Armed Forces of Liberia for the second time in sequence, has received high honors for outstanding commitment to achieving performance targets under the 2025 Performance Management and Compliance System (PMCS).

Speaking Monday April 20, 2025, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Defense Minister Geraldine Janet George acknowledged that the award is not only a testament to leadership at the top, but also to the collective efforts of military personnel and civilian staff working to modernize Liberia’s defense sector.

Also speaking Cabinet Director General, Nathaniel T. Kwabo divulged that 31 government institutions scored 90 average and above, thus receiving outstanding recognition while 27 institutions scored between 80-90 average, thereby labeling them as very good.

These achievements come under the stewardship of Liberia’s first female Minister of National Defense, Geraldine Janet George, whose tenure has been widely noted for strengthening administrative efficiency, accountability, and strategic reform within the Armed Forces of Liberia and the Ministry of National Defense. 

Under Minister George’s leadership, the Ministry has taken an upward turn, with much emphasis on capacity building, regional cooperation, and strategically aligning national defense priorities with broader development goals – the ARREST Agenda for Inclusive Development (AAID).

The Presidential Signing of Performance Contracts and Recognition Ceremony is a governance and public sector accountability initiative aimed at improving efficiency, transparency, and results delivery across Liberia’s public institutions.

Performance Contracts are formal agreements signed between the President and heads of institutions, outlining annual targets, key performance indicators (KPIs), service delivery goals, accountability standards, and timelines for projects and reforms. Officials who sign the contracts are expected to meet measurable objectives within a specified period.

Alongside the signing of new contracts, the ceremony also recognized ministries, agencies, and commissions that performed exceptionally during previous assessment periods through awards, commendations, and certificates.
