ELWA Hospital Director, James Freeman Garway says the government’s decision to transition 304 ELWA Hospital employees onto the centralized government payroll has triggered significant relief and renewed hope among medical professionals at the hospital.

Speaking at a major news conference on Wednesday, October 7, 2026 in Paynesville, Gowey extended thanks and appreciation to President Joseph Nyuma Boakai, for the decision and leadership that resulted in the transition of 304 ELWA Hospital employees onto the government payroll system.

He described the move as historic, noting it has brought significant relief and renewed hope to many hardworking, healthcare professionals and support staff who have faithfully served patients and communities for many years.

According to him, the 304 ELWA employees were successfully processed onto the government payroll through the collaboration of the Civil Service Agency (CSA), Ministry of Health (MOH) and the Ministry of Finance and Development Planning (MFDP).

He indicated that to many of the employees, the transition represents more than simply being placed on a government payroll adding it represents greater employment security, dignity, stability and hope for the future.

He intimated that the staff of ELWA Hospital are deeply grateful for the opportunity to experience a greater sense of stability in their working lives and to better provide for their families.

“For many employees, this decision has created a new sense of hope that they can begin to build and own their homes, educate their children, plan for their families, and look forward to the future with greater confidence,” he added.

He lauded the Boakai-Koung administration for recognizing the contribution of healthcare workers, supporting the welfare of frontline health workers, and for working through the Civil Service Agency, Ministry of Health and Ministry of Finance and Development Planning to make the transition possible including recognizing the importance of strengthening Liberia’s healthcare workforce.
