Pres. Boakai Endorses Strategic Concept Notes To Boost Power, Jobs, Mining Governance

MONROVIA, June 10 (LINA) – President Joseph Nyuma Boakai, Sr. has endorsed three key Concept Notes submitted by Liberia’s Compact Development Team (CDT), marking a significant step forward in the country’s preparation for a proposed second Millennium Challenge Corporation (MCC) Compact aimed at transforming critical sectors of the economy.

The Concept Notes, presented to the President on June 3, 2026, by CDT National Coordinator Mr. Alieu Fuad Nyei and his team, outline Liberia’s strategic priorities focused on addressing the country’s binding constraint of unreliable electricity supply, while also strengthening workforce capacity and improving governance in the mining sector.

According to the CDT, the proposals identify core development challenges, present targeted interventions, and project expected outcomes aligned with MCC investment standards, which emphasize economic impact, efficiency, and strong national ownership.

The first Concept Note focuses on reforms in the power sector, proposing investments in electricity generation, transmission infrastructure, and governance improvements.

The aim is to expand access to reliable and affordable electricity while increasing efficiency and accountability within the sector.

The second Concept Note highlights workforce development in the energy sector, with emphasis on building technical and vocational skills needed to operate, maintain, and sustain expanded energy infrastructure investments.

The third proposal addresses mining governance and investment facilitation, seeking to strengthen regulatory systems, improve transparency, and enhance Liberia’s capacity to effectively manage its mineral resources for national development.

Mr. Nyei informed the President that all three proposals were developed in line with MCC principles, including tackling binding economic constraints, ensuring high returns on investment, and reinforcing national ownership of reform priorities.

President Boakai commended the CDT for its work and formally endorsed the Concept Notes, directing relevant government institutions to collaborate closely with the team to ensure smooth implementation of the compact development process.

He further instructed that agencies provide periodic progress reports and emphasized the need for coordinated reforms across government to maintain Liberia’s strong performance on the MCC Scorecard.

The President also called for the Concept Notes to be presented to Cabinet for collective endorsement, describing the initiative as a national priority requiring unified government action.

The presentation brought together representatives and heads of key institutions linked to Liberia’s energy, workforce development, and mining sectors, reflecting what officials described as a whole-of-government approach to the MCC compact preparation process.

Following the presidential endorsement, the finalized Concept Notes were officially submitted to the Millennium Challenge Corporation on June 5, 2026.

The MCC is expected to convene an Investment Management Committee meeting in late July 2026 to review Liberia’s proposed investments. A final decision on the proposed compact is anticipated in early August 2026.
