GBARNGA, June 23 (LINA) – As part of government’s decentralization drive, the Civil Service Agency (CSA), under the leadership of Director General Dr. Josiah Joekai, has officially broken grounds for the construction of a multipurpose central regional office in Gbarnga, Bong County.
Speaking at the groundbreaking ceremony on Friday, June 19, DG Joekai confirmed that funding for the project is already available, with procurement processes underway to fast-track construction. The project is being implemented by Excellent Group of Company, a Liberian-owned firm.
Dr. Joekai lauded Bong County Superintendent Loleyah Hawa Norris and the Liberia Land Authority for providing land for the facility, which will feature a large conference hall. He also praised the county’s legislative caucus Chairman, Senator Prince Moye, for his leadership in advancing development initiatives.
DG Joekai emphasized the need to place civil servants in positions that match their qualifications. He pledged to transform the workforce by addressing misplacements and ensuring efficiency across government institutions.
Dr. Joekai extolled Senator Moye’s role as Senate Chairman on Ways, Means, and Finance and Budget, noting his efforts in securing funding for decentralization projects, including CSA offices in Bomi, Grand Gedeh, and Bong counties. He described the Gbarnga facility as the second most important CSA center after Montserrado, serving not only Bong but also Grand Bassa and other central region counties.
Calling civil servants “the powerful structure of government functionary,” DG Joekai highlighted their importance in delivering services. He noted that the new facility will ease the burden on citizens who previously had to travel to Monrovia for documentation. He reaffirmed President Joseph Nyuma Boakai’s commitment to equal work for equal pay.
County officials, including Superintendent Norris, County Council Chairman Aaron Sackie Fen-lah, and Senator Moye, commended President Boakai for assembling a team of “technicians” to drive development. They also praised DG Joekai’s leadership in rebranding the CSA and urged patience as reforms take shape.
The officials cited increased enrollment at Bong County University following the appointment of Dr. Alfredson Tarkaiweyah as President, and CSA’s intervention in resolving salary disputes at the institution, as examples of the agency’s growing impact.
