MONROVIA June 24 (LINA) – The Internal Audit Agency (IAA) has issued new regulations under Section 5.7(b) of the Internal Audit Act, granting the Director General authority to set uniform rules for internal audit practices across Liberia’s public sector.
The regulations focus on four key objectives include; standardization, risk-based deployment, professionalization, and stronger financial oversight.
Speaking at the Ministry of Information regular press briefing on Tuesday June 23, 2026, in Monrovia, IAA Director General, David A. Kemah said the primary goal of the regulations are to create one uniform approach to internal auditing in all ministries, agencies, and county offices. The regulations also spell out required training and professional qualifications so auditors are equipped for day-to-day functions and specific positions.
He said the IAA is Building a Professional workplace. Adding that the strategic goal of the regulations is to transform IAA into a fully professional institution. Which includes standardized training programs to ensure auditors are satisfied, well-trained, and effective.
Mr. David noted that the regulations are expected to impact and strengthen financial management, improve regulatory compliance, and raise reporting standards across government.
The IAA boss cited that auditor deployment will no longer be universal. Instead, auditors will be assigned based on three factors; economic feasibility, volume of activities, and risk levels of each institution.
“Because it is not cost-effective to pay an auditor US$1,000 to oversee a budget of only US$400-US$500. Currently, IAA has auditors assigned to 96 public sector entities and seven of Liberia’s 15 counties. Expansion to the remaining counties and agencies will depend on budgetary support and proven economic benefit.”
“For institutions where full-time auditors aren’t feasible, IAA will use mobile teams for periodic risk assessments, results from those evaluations will determine if internal control activities need to be increased,” he stressed.
